In the Monolith of Fate all Timelines have 3 quests, each requiring Stability to start. The third one is the Timeline boss, which resets your Stability once defeated. In the Normal Monolith you need to do the first 2 quests to fight the Timeline boss, but in the Empowered Monolith you can fight him immediately if you choose.Go to end of time and walk into the monolith and manually use the first teleport to any of the lvl 90 timelines then walk into the crystal and you should be able to see the cutscene and unlock the timelines.
