Outrageous Fortune has very small blast radius, one of the worst GL in the game. Use blast battue, crowd pleaser or interference 6. Don't use spike nades on heavy GL in PvP. You want normal nades with biggest blast radius possible. I use a crowd pleaser with chain reaction, it's awesome, often get multi kills with 1 nade.
Idk the exact numbers but spikes are only going to be better if you're doing direct impact to a boss. If you're going for more of an AoE/add clear, then go for the high explosive ordnance.
