There's only one area a day where it can spawn. When a public event appears in that area there is a small percentage chance that it will be the vex strike force. On days where terminal overload is in the same area, there will be no strike forces. You can follow a discord/twitter bot to get notified a few minutes before it begins.

You are correct. The only way to obtain new exotics is legend lost sectors or the legendary campaign. For swarmers they need to be unlocked by completing the campaign on legend then you can grind legend lost sectors for new rolls. Nah you can just get them from the lost sector. Same as it’s been for 2 expansions.
