Found all the others twice so far, but couldn´t find her. The others don´t seem to be bound to a specific area/biome, I could imagine the Shrouded Ghost to be found in the fog only though. Me and my friend spotted a Megalodon inside of the fog, it made no noise and it wasn't aggressive, hope this helps even a little.
