If you make a pen and place a marker it'll tell you how many cows the pen supports.That's likely why. I think it bases size on how much grazing is available, not physical size. It doesn't take stockpile food into account, but does show you the stats on that separately on the food tab for the pen. So as long as they have stockpile food, pen size doesn't really matter I don't think. It is less work than constantly planting dandelions into pen. For example in desert there are fertile patches of soil but it is less hassle to keep dromedaries in barn and grow hay for them.
