While nothing like the size of the festivities in Brazil, it has been growing every year and does create lots of traffic jams. You should be fine on the 12th, especially in the afternoon.

The rates we got for our two exchanges were AR$330 and $330 for every GBP. You do need to have your passport to collect at WU though.
