For instance: In the "1999" folder, there is a bunch of photos that we assume is from around 1999 - but there is mostly no meta data on the files. My problem is that I feel Google Drive is not so very well for looking at photos, and my hunch is that there is smarter ways and services to share a lot of family photos like this.

SSD is not a good solution for an archive because it stores data as electric charge in its cells and the charge may eventually disappear when the SSD is offline for a longer period of time ( = couple of years). Manufactuers actually guaranee one year only data retention when the SSD is offline ( = without power). Data on HDD are more persistent.
If you want free then use DupeGuru, if you want paid ypu can use Keymetric Duplicate File Detective. Those are the only ones I always use because they support creating symlinks for the replaced files. I use Digital Volcano "Duplicate Cleaner". The free version does everything i need. Check out CloneSpy.
