Unplug it for 30 seconds. Go into your network settings on your PS4 and check the NAT Type, use a wired connection. If it is still the same after all of this, google "how to open my NAT type" with your provider. My NAT Type was fixed by just resetting my router and switching a couple of the router setting via Cox Cable.
