This means that these moves will no longer be Normal-type Moves , but will instead be Stellar-type , which is able to damage types like Rock and Steel for neutral damage, which would normally resist Normal. It's generally a pretty bad tera type all around. The only meaningful use of it is putting it on contrary pokemon, terapagos, and extremely niche use cases in battle where you might want some damage boost for a couple difference moves as a 1 time buff.
