I also tried buying fake amiibo cards and it says the same thing (and majority of the reviews said that it worked for them, and not for me). I used my android device w/ tagmo app to make my own amiibo, and I use an original 3ds w/ a separate nfc reader (and the nfc reader does work, because I'm able to scan in authentic amiibo cards).
