The Hunters build ideally requires two exotics, the memento backpack and the scorpio shotgun. Until you get those, you can run any backpack with the talent adrenaline rush and any smg or shotgun combination as a weapon. The build is 4pc HF (mask, holster, gloves and knees) withe 2 of them having crit chance and 2 having crit damage.

Regulus only have 417.884. There are situations that sustained dmg out perfoms burst. 1 - any enemy that takes more than 1 mag. 2 - enemies in a row (spawn doors is just an example) 3 - you missed some shoots.

Memento benefits from hybrid build. Especially if you have 2~3 blue or yellow core instead of full red. Personally, I'd go for a 3 red 2 blue build with technician. That way you still have a decent damage output and survivability and 2 skill tiers with the backpack. Memento is very good.
