I bought the Y house near town entrance, set up a counter and set the building to public but not a single NPC has come to check it out. I see that it doesn't seem to have "civilian" NPCs, only guards from couple of factions, so i assume this means nobody will ever come?

Nearest would be Scraphouse at Black Desert City in Deadlands. But that's a bit dangerous since there is almost constant acidic rain. You can get "budget" options in Vain in some Hive villages.
