I wonder if it's not holding enough hydraulic pressure to push the bearing against the fingers for one reason or another. Look for leaks at the pto pins.The PTO will not stay engaged without the engine running, it's a built-in safety feature. If I read you correctly, it does stay in after you start the tractor? That's the way it's supposed to work. If it won't stay in at all, there's a lever in the clutch valve that breaks or bends, so the lock piston can't hold it in.
