If that's not it you probably need a new harness. You can check out ag express, they sell them. You can go ahead and get a new mating plug for the harness while you're at it and do the sensor plugs too.

Check the 5R solenoid for magnetism, no magnetism will indicate a break in the wire, or a fold control box issue. The wire that should be powered for the fold position is green and comes off pin B at the fold control box. The Shoup kit comes with a spacer and shims if my memory is correct. Throw the spacer and shims away and just use the bolt and heavy washer.
