It's not supposed to, it has like 4 abilities on it's own, and it lets you have the effects of other armor pieces, you just don't get set bonuses. But, hear me out, why not just give ranger a 3rd tier 3 armor set. Technically there are 3, as antlion armor’s set bonus increases range weapon attack speed.
